New Temporary Policy for over 90,000 International Graduates and Temporary Foreign Workers

New Temporary Policy for over 90,000 International Graduates and Temporary Foreign Workers. At the beginning of this year, Canada promised to implement measures to provide permanent residence pathways to temporary foreign workers in Canada. Today, a Temporary Public Policy provides a pathway to permanent residence for international graduates, temporary foreign workers, and French speakers in Canada to apply for permanent residency.

This policy recognizes their contribution to the Canadian economy and ensures these skills and talent remain in Canada to aid the economy’s recovery through the pandemic.

These new public policies apply to workers in 40 healthcare occupations, as well as 95 other essential jobs across a range of fields, including caregiving, janitorial services, and food production and distribution.

The program opens on May 6th, 2021, and will close on November 5th, 2021. Three of the streams have a program cap of 90,000 applicants, while the French-speaking immigrants’ stream will have no cap. Every applicant must meet the requirements for any of the policies they choose to apply under.

Temporary Foreign Workers ( in healthcare (20,000) or essential occupation (30,000) ) – 50,000 Applicants

  • Worked in Canada for at least one year ( 1560hours )within the last three years in healthcare or an essential occupation.
  • Be employed in Canada, hold a valid work permit, and be paid a wage for the work.
  • Language test scores of CLB 5 and above
  • Reside in Canada on Legal Status ( and have the intent to reside in any province other than Quebec)

International Graduates – 40,000 Applicants

To qualify, you should

  • Completed eligible program of study in Canada and applicant must have been authorized to study in Canada
  • Be employed in Canada, hold a valid work permit, and be paid a wage for the work.
  • Language test scores of CLB 5 and above
  • Reside in Canada on Legal Status ( and have the intent to reside in any province other than Quebec)

French Speakers – No CAP

​To promote Canada’s official languages, 3 additional streams with no intake caps have also been launched for French-speaking or bilingual candidates. Communities across Canada benefit from French-speaking and bilingual newcomers, and this pathway will contribute to the vitality of these Francophone minority communities.
